I have trouble with the translation from Diario de Mallorca and this is a little confusing as usual, as well as me not really understanding in principle what is actually happening.  Are they killing the caterpillars or burying them so they grow??!!  Help please, brain not working obviously!  ::)

They are shooting the caterpillar sacs from pine trees. It's a usual procedure, though the local police have tended to do so in the past.

Right. With the aim of blasting the little poisonous things to kingdom come?

Usually with the aim of taking aim, knocking them off the branches and then chucking the sacs in the rubbish or setting fire to them.
